Training Information

Attention Job Seekers !!

Federally funded training programs are available to eligible job seekers through
Individual Training Accounts (ITAs). These are funded by Federal legislation known as the
Workforce Investment Act (WIA).  Programs that appear on the State of California's
Eligible Training Provider List (ETPL) are approved for this program.

 Steps to take to explore WIA funded training options:

1. Become a Member at the One Stop Career Center closest to your home 

2. Follow the training research steps outlined by your Career Center

3. Meet with an Employment Advisor to discuss training options

WHAT IS AN INDIVIDUAL TRAINING ACCOUNTS (ITA)?

If job seekers have received core and intensive services in the One-Stop Career Center and are still unemployed, or are in need of advanced skills training, they may be eligible for training through the Individual Training Accounts (ITAs). The State approved Eligible Training Provider List includes the locally approved schools that may accept students from the One-Stop Career Centers.

HOW DO I QUALIFY?

Job seekers are determined to be eligible by their local One-Stop Career Centers and referred for training through an in-depth process. Training is self-selected by the enrollee with guidance and assistance from an assigned One-Stop advisor.

Once an individual has been referred to, and approved by, the training provider, a Workforce Partnership-approved ITA will be issued prior to enrollment for the amount of the training program selected (up to the current ITA cap).

Prospective enrollees' choice of school is reviewed by One-Stop Career Center staff and approved subject to:

  • Labor market demand in San Diego County
  • Available funds
  • Cost of training, including competitively priced courses and availability of financial aid
  • School performance

WHAT'S THE PROCEDURE FOR ENROLLMENT?

Following approval for the training program, enrollees will be required to visit three schools, discuss needs and availability of financial aid with appropriate school staff, complete a Training School Research check list and meet with their assigned One-Stop advisor prior to approval and issuance of the ITA.

WHAT CAN I EXPECT FROM TRAINING?

Training may consist of one or more classes related to a given occupational area, including classes leading toward a certificate in a specific field.
ITAs provide the flexibility needed to meet the requirements for training in demand occupations in San Diego County.

WHAT COSTS DOES AN ITA COVER?

  • Tuition and enrollment fees for training courses
  • Text books, supplies, and necessary training materials
  • Counseling as needed to help achieve satisfactory completion of training

LOCAL ELIGIBLE TRAINING PROVIDER LIST (ETPL)

Schools and educational institutions on the local ETPL list are eligible to receive individual referrals from One-Stop Career Centers to provide WIA-funded training to job seekers who need occupational training in order to obtain employment.

The following training providers are eligible to be considered for the initial list:

  • Providers who receive funds under the Higher Education Act of 1965 and whose programs lead to an associate or baccalaureate degree or a certificate,
  • Providers who carry out their programs under the National Apprenticeship Act of August 16, 1937,
  • Providers whose programs are approved by the California Department of Education,
  • Providers whose programs are approved by the Chancellor's Office of the California Community Colleges,
  • Providers who are either approved or have Special Registration of their program from the Bureau for Private Postsecondary and Vocational Education (BPPVE)

The following providers are also considered for the initial qualification for the local ETPL if they can demonstrate the following:

  • Effectiveness of their programs,
  • Evidence of employer support for the training program and a willingness to hire their graduates, and
  • Where applicable, that they are an authorized training provider for industry-specific training.
